MR Number: 3-98-0051 Davis Besse 1 Date: 07/07/98 Oak Harbor,Ohio SRI via PC Dockets: 50-346 PWR/B&W-R-LP Subject: DAVIS-BESSE RESTART AND LOADING ON THE ELECTRICAL GRID Discussion: On July 7, 1998, the operators closed the main generator output breaker to supply electrical power to the grid following repairs to switchyard electrical circuits damaged from a tornado that stuck the switchyard on June 25, 1998. The damaged switchyard circuits caused an automatic shutdown of the reactor and cut off the offsite power supply to the plant. The plant was placed on-line with two (Ohio Edison and Lemoyne) of the three offsite transmission lines available. Eleven transmission towers near the plant that supported (Bayshore) transmission lines were damaged by the tornado making these lines unavailable for supplying electrical power. Repairs to these transmission lines are expected to be completed within 2 weeks. A plant restart from this forced outage was delayed due to difficulty in lowering higher than normal sulfate concentrations in the steam generators. The inlet and outlet valves for the condensate polishers, used to remove impurities from the feedwater system, and the recirculation valves for the condensate pumps failed open when the plant lost power. A back flow of feedwater through these opened valves allowed the resin from the polishers to enter the condenser hot well. Steam generator sulfate concentrations increased when the resin from the hot well entered the feedwater system with the polishers bypassed as the operators placed the condensate system in service on June 28, 1998. Repetitive filling, soaking and draining of the steam generators was unsuccessful at lowering sulfate concentrations below administrative limits. A future plant shutdown to continue evolutions to reduce sulfate concentrations is being considered. Regional Action: Resident Inspector observed the startup on the site.
