MR Number: 4-98-0001 Arkansas Nuclear 1 Date: 01/06/98 Russelville,Arkansas Senior Resident Inspector Dockets: 50-313 PWR/B&W-L-LP Subject: REACTOR SHUTDOWN DUE TO INTAKE STRUCTURE FOULING Reportable Event Number: 33494 Discussion: Heavy rains in the area washed excessive debris into Lake Dardanelle which provides cooling water to Unit 1. While attempting to clean heavy debris from the Unit 1 circulating water intake, operators discovered significant damage to the "A" bar grate. As a result, they performed a rapid power reduction (3 percent/min) to 60 percent power and then continued to shut down the reactor. To ensure that the debris in the lake did not affect service water availability, operators aligned the Unit 1 service water pumps to the emergency cooling pond. The operators manually tripped the reactor from about 3 percent power, at 11:47 p.m. on January 5, 1998, and all rods inserted. As required by procedure, operators subsequently withdrew the Group 1 rods a small amount and reinserted them to establish cocked rod protection. When they reinserted the Group 1 rods, Rod 3 remained about 5 percent withdrawn. Operators tripped the reactor, and the rod remained out. Even with the rod 5 percent withdrawn, the licensee met all procedure and Technical Specification requirements. The licensee expects to remain shut down for 2 to 3 days while completing repairs to the intake structure and has initiated troubleshooting for the stuck rod. Arkansas Nuclear One, Unit 2, uses a cooling tower to remove heat from the condenser. Unit 2 relies on a much smaller volume of water drawn from the lake to make up to the cooling tower. As a result, Unit 2 cooling was not affected by the debris in the lake. Regional Action: The Senior Resident Inspector responded to the site to verify plant conditions.
