MR Number: 3-98-0054 La Salle 1 Date: 08/04/98 Marseilles,Illinois SRI via Telephone Dockets: 50-373 BWR/GE-5 Subject: RESTART OF UNIT 1 Discussion: On August 1, 1998, the LaSalle Unit 1 reactor was restarted at 3:39 p.m. (CDT) and reached criticality at 9:37 p.m. On August 4, 1998, with the reactor at appropriately 100 psig and 340 degree Fahrenheit and while testing various systems during the planned 23-day power ascension to full power, the licensee decided to shutdown the reactor to address equipment problems that were identified during the initial startup. Subsequently, plant operators completed a reactor shutdown at approximately 5:30 a.m. (CDT) on August 4. The licensee will bring the reactor to a cold shutdown condition and enter the drywell in order to repair two of eight intermediate range detectors, the "A" reactor recirculation flow control valve, and a source range monitor cable. In addition, the licensee will investigate and repair the reactor core isolation cooling trip/throttle valve during the shutdown. The licensee plans to restart the reactor on August 6, 1998, following the repairs. Regional Action: The resident inspectors, augmented by regional inspectors, have monitored the licensee's activities around-the clock since the initial startup. Around-the-clock coverage will be suspended during the shutdown and will resume for a portion of the power ascension testing when the unit is restarted. _
