Subject: LEAK FROM A COMPRESSION TYPE FLANGE IN AUXILIARY BUILDING       

Discussion:

On September 2, 1998, McGuire Unit 2 experienced a leak from a           
compression type flange in the firewater system within the Unit 2        
auxiliary building.  Before the leak was isolated, approximately 25,000  
gallons of water was released into the Unit 2 spent fuel pool pump room. 
The quantity of water spilled exceeded the capacity of the installed     
drain tank, thereby allowing the water to spread to other equipment areas
through common drain piping.  Though some equipment was wetted, no       
equipment was damaged as a result of the leak.                           
                                                                         
Water from the leak was removed.  The licensee is investigating the cause
of the leak.                                                             

Regional Action:

Resident inspector followup of the event is ongoing using NRC Information
Notice No. 98-13 to evaluate any similarities.

Discussion:

MANAGEMENT CHANGES AT PALISADES Patrick Donnelly, former Plant Manager,  
Big Rock Point, has been assigned as Manager - Self Assessment/          
Corrective Actions. Allen Williams, formerly Manager - Nuclear           
Engineering, has been named Manager - Business Planning. Daniel J. Malone
has been reassigned as the interim Manager - Chemical and Radiological   
Services. Mary Banks, the previous Manager-Chemical and Radiological     
Services has been reassigned to the Re-engineering Department. Permanent 
replacements for the Manager - Nuclear Engineering and Manager of        
Chemical and Radiological Services have not been selected.
