MR Number: 4-98-0060 Wolf Creek 1 Date: 11/04/98 Burlington,Kansas RESIDENT INSPECTOR VIA TELEPHONE Dockets: 50-482 PWR/W-4-LP Subject: LOCALIZED FLOODING IN THE AREA AROUND WOLF CREEK GENERATING STATION Discussion: As a result of heavy rains and high runoff into the John Redmond Reservoir, which is located several miles west of Wolf Creek Generating Station, the Army Corps of Engineers increased (on November 3, 1998) the release rate of water from the reservoir into the Neosho River. The increased flow has caused the river level to rise and flood low lying areas along the Neosho River, primarily south and east of Burlington, Kansas. Currently, there is no anticipated impact on plant operations, nor any significant impact on the licensee's ability to staff their emergency organization, if needed. The Corps of Engineers further increased the release rate around 9 a.m. (CST) November 4, due to continuing rising level in the reservoir. The resident inspector is in close contact with the licensee who is working with the Coffey County emergency response organization. Regional Action: The resident inspector is monitoring the licensee's actions. Contact: David N. Graves (817)860-8141 Frank Brush (316)364-8653 _
