Subject: FORCED OUTAGE CONTINUATION                                      

Discussion:

On April 27, 1997, at 1:54 p.m., the reactor was taken critical following
a week long outage to replace a seal on recirculation coolant pump (RCP) 
No. 2. On April 28, 1997, at 5:25 a.m., while attempting to close main   
generator breaker 116 OCB, the breaker reopened and would not stay       
latched closed. The licensee continued maintaining the turbine at 3600   
RPM and dumping steam to the condenser through the by-pass valve and     
holding reactor power constant at about 22 percent while the cause of    
failure was being investigated. On 04/29/97, the licensee decided to shut
down the plant and bring in a breaker specialist to assist in repairing  
the breaker. A startup date for the unit has not been determined.        

Regional Action:

The SRI and a region project engineer monitored the plant startup and    
shutdown activities and will monitor breaker repairs.
