The bulletin was issued to all holders of NRC certificates of compliance (CoCs) for shipping packages to notify them of issues related to the performace of the puncture test specified in 10 CFR 71(c)(3), request that they take certain actions, and require that they submit a written response. Recently, NRC became aware that two holders of CoCs for packages under Part 71 had performed puncture tests using a bar that was not mounted as specified in 10 CFR 71.73(c)(3). The bar must be mounted such that it will not move during the test and therefore cause the maximum damage to the packaging. The NRC is issuing this administrative letter to inform licensees that changes to their facilities' reactor vessel surveillance specimen capsule withdrawal schedules as specified in Appendix H to Part 50 of Title 10 of the Code of Federal Regulations (10 CFR) that do not conform to the required ASTM standard referenced in Appendix H will be treated as license amendments requiring public notice and opportunity for a hearing.
