Subject: ENVIRONMENTAL ACTIVIST RALLY AT ARTIFICIAL ISLAND               

Discussion:

The environmental activist group Environmental Response Network, in      
cooperation with Greenpeace and other environmental organizations are    
planning a rally and press conference on Monday, April 28 to protest the 
restart of the Salem units. The event is scheduled to occur at           
approximately 1:00 p.m. just off the access road leading to the nuclear  
generating facilities. Sponsers of the rally have indicated that it will 
be peaceful and that they intend to remain in a remote location at the   
beginning of the seven mile long access road.                            
                                                                         
Local and state law enforcement agencies in cooperation with Public      
Service Electric and Gas (PSE&G) security personnel have developed a plan
to ensure that these groups do not access the owner controlled areas of  
the site. PSE&G has informed the Coast Guard and the Delaware State      
police of the planned activities.
