WRIGHT (630)829-9602 _ REGION IV MORNING REPORT PAGE 3 MARCH 26, 1997 Licensee/Facility: Notification: Entergy Operations, Inc. MR Number: 4-97-0029 Waterford 3 Date: 03/26/97 Killona,Louisiana Senior Resident Inspectors Dockets: 50-382 PWR/CE Entergy Operations, Inc. River Bend 1 St Francisville,Louisiana Dockets: 50-458 BWR/GE-6 Subject: RISING MISSISSIPPI RIVER LEVEL Discussion: The Mississippi River crested at Vicksburgh, MS on March 23, 1997. Grand Gulf personnel indicated that the river has crested at the plant (40 miles south of Vicksburgh) and do not anticipate any effect on the facility or their ability to implement the emergency plan. No Technical Specification monitoring is required. River Bend personnel estimate that the river will crest at their facility (near St. Francisville, LA) on March 27 and will rise another one-half foot. The water level impact on the intake water structure (the source of water to the nonsafety-related heat sink) is being monitored by operations; the water level would have to rise approximately 6 feet to affect operation of the structure. The licensee has ensured that the navigation lights on the building are operational since the building is now surrounded by water. The rising water level has no effect on the ability of the facility to implement the emergency plan. No Technical Specification monitoring is required. Waterford 3 (at New Orleans, LA) monitors water level at the intake once every 6 hours. The levee elevation at the facility is 30 feet. At 24 feet, Technical Specifications require monitoring once every 24 hours and the emergency plan requires declaration of an unusual event. The current river level is approximately 23 feet and is expected to increase no more than one-half foot by March 30. Water level impacts are being minimized as the Corp of Engineers uses a spillway to divert some of the Mississippi River flow to Lake Pontchartrain. The rising water level is not anticipated to have any effect on their ability to implement the emergency plan. Regional Action: The resident inspectors will continue to monitor any licensee actions or required responses to the rising river level. Contact: G. Pick (817)860-8270 G. Werner (817)860-8269 _
