Subject: STEAM PLANT                                                     

Discussion:

On July, 25, 1997, at approximately 6:30 a.m., the facility lost the     
steam supply from its onsite generating plant. Normal feedwater was lost 
to the two boilers (#2 and #3) that were in service due to plugged       
aerators. Apparent damage to the boilers resulted when feedwater was     
restored through a bypass line to the uncovered tubes. As of 10:00 a.m., 
the plant was attempting to place the #1 boiler in service, which was out
for minor maintenance. The plant was also monitoring cascade conditions  
and taking actions, as necessary, to prevent process gas freeze out. The 
facility has convened the Operational Assessment Team to review the      
recovery actions for steam restoration.
