On 8/22/97, the licensed reactor operator's test was confirmed positive for marijuana. The operator was immediately removed from shift and his employment was terminated. The licensee is reviewing the work performed by the reactor operator. The NRC Resident Inspector was notified by the licensee of this event. MR Number: 4-97-0068 River Bend 1 Date: 08/25/97 St Francisville,Louisiana Senior Resident Inspector Dockets: 50-458 BWR/GE-6 Subject: RETURN TO POWER OPERATION AFTER REACTOR SCRAM Reportable Event Number: 32800 Discussion: On August 22, 1997, the licensee began a reactor startup following an unplanned outage. Reactor criticality was achieved on August 23 at 12:54 a.m. The generator was synchronized to the power grid on August 23 at 1:24 p.m., and reactor power was returned to 90 percent at 6 p.m. on August 23. As of 8 a.m. on August 24, all control rods were withdrawn and the reactor resumed coast down to the planned September 12 refueling outage. The scram on August 22, 1997, resulted from a partially shorted electrical connector. The short caused closure of a solenoid valve in the turbine trip system and a fast closure of the turbine control and stop valves. All other safety systems responded as designed and the plant was stabilized in Mode 3 (hot shutdown) after the scram. The electrical connector was repaired and other maintenance items were completed to prepare the plant for startup. The plant is limited to 90 percent power because only two feedwater pumps are in service. Reactor feedwater Pump B is out of service to repair a bearing problem.
