Mr. Bailey, will immediately assume responsibility for the Corporate Engineering, Materials, Plant Operating Systems and Nuclear Fuels organizations. As a result of this organizational alignment, the position of General Manager and Site Support, will be eliminated. Ron George, currently serving in that position, will be retiring on February 28, 1997. MR Number: 3-97-0032 Point Beach 1 Date: 02/24/97 Two Rivers,Wisconsin TELEPHONE CALL Dockets: 50-266 PWR/W-2-LP Subject: TECHNICAL SPECIFICATION REQUIRED REACTOR SHUTDOWN AND NOTICE OF ENFORCEMENT DISCRETION - UPDATE Reportable Event Number: 31808 Discussion: On February 18, 1997, the licensee completed a power reduction on Unit 1 from 90 percent to hot shutdown because of the expiration of a 24-hour technical specification limiting condition for operation (LCO) for the number of component cooling water (CCW) pumps. In addition, the licensee was in a self-imposed 24-hour LCO on Unit 1 for one of six service water (SW) pumps being inoperable due to a motor bearing problem coincident with the Unit 1 B train emergency diesel generator being tied to both Unit 1 and Unit 2 B train safety buses. This self-imposed LCO also required entry into hot shutdown, followed by entry into cold shutdown. On February 19, 1997, the NRC issued a Notice of Enforcement Discretion (NOED) to allow the licensee to remain in hot shutdown until 12:00 midnight on Friday, February 21, 1997, while repairs were made to the CCW and SW pumps. The basis for the request for the NOED was that maintaining Unit 1 in hot shutdown would reduce shutdown risk more than being in cold shutdown with only one method of decay heat removal available, due to having only one CCW pump available. On February 21, 1997, the NRC declined a request by the licensee to extend the NOED past 12:00 a.m., and at approximately 5:00 p.m., on Saturday, February 22, 1997, Unit 1 entered cold shutdown. Prior to cold shutdown, the licensee was able to repair the CCW pump and consequently, had two trains of residual heat removal available for decay heat removal. As of February 24, 1997, repairs to the SW pump continue. Unit 2 is in cold shutdown near the end of a refueling and steam generator replacement outage. Regional Action: The resident inspectors observed the entry into cold shutdown and will follow the repair of the service water pump. Contact: J. MR Number: 4-97-0021 Waterford 3 Date: 02/21/97 Killona,Louisiana Senior Resident Inspector Dockets: 50-382 PWR/CE Subject: UPDATE ON VOIDING IN THE LPSI SYSTEM Discussion: This report updates the information provided in Morning Report 4-97-0020, dated February 21, 1997. Over the weekend, the licensee generated, and the onsite committee approved, a procedure for evacuation of the LPSI piping by use of a vacuum pump. The pump was connected to a drain line in a portion of the affected piping and, when a vacuum was created, water was drawn into the line from the reactor water storage pool. By performing this evolution, the licensee was able to refill the line to where a void of 5 inches of arc remained. Since this amount of void was within the licensee's analyzed acceptance criteria of 8 inches of void, the licensee declared the LPSI train operable and exited the Technical Specification limiting condition for operation. The licensee will continue to perform their established monitoring ultrasonic testing program to verify that the existing voids in all LPSI and HPSI injection lines do not exceed the established criteria.
