NRC is issuing this notice to all material, fuel cycle, and non-power reactor licensees to alert them to a recent change in 10 CFR Part 20. Effective January 9, 1997, the constraint rule was incorporated into 20.1101 and requires that a constraint on air emissions of radioactive material, excluding Radon-222 and its daughters, shall be established by licensees other than those subject to 50.34(a) such that the individual member of the public likely to receive the highest dose will not be expected to exceed 0.1 mSv (10 mrem) per year from these emissions. MR Number: 4-97-0020 Waterford 3 Date: 02/21/97 Killona,Louisiana Senior Resident Inspector Dockets: 50-382 PWR/CE Subject: VOIDING IN THE LPSI SYSTEM Discussion: On February 20, 1997, the licensee performed VOTES testing on motor-operated containment isolation valve SI-138A for the low pressure safety injection (LPSI) system, which required opening of the valve. After the testing was completed, the licensee performed ultrasonic testing (UT) of the downstream piping section to determine if the existing void had grown larger. The licensee had been routinely performing UT of the piping section because a relatively small void had been previously found. The piping affected is the section between the motor-operated outside containment isolation valve and the check valve inside containment. The UT identified that a large amount of the piping was empty. The LPSI system had been declared inoperable when the VOTES testing was initiated at 9:57 a.m. (CST) on February 20, and remains inoperable pending a decision by the licensee of what actions to take. The licensee is currently attempting to establish a method of refilling the piping and, if that is not successful, to shut down the plant to install vent valves on the affected section of piping since there are currently no vent valves installed. The 72-hour limiting condition for operation expires at 10 a.m. (CST) on February 23.
