MR Number: 3-97-0031 Point Beach 1 2 Date: 02/20/97 Two Rivers,Wisconsin N/A Dockets: 50-266,50-301 PWR/W-2-LP,PWR/W-2-LP Subject: NOTIFICATION OF ENFORCEMENT DISCRETION (NOED)--REMAIN IN HOT SHUTDOWN Discussion: On February 19, 1997, the licensee requested enforcement discretion to allow them to remain in hot shutdown rather than take the plant to cold shutdown. At 6:00 p.m. (CST) Region III, in consultation with NRR, granted the NOED. The licensee had declared one of the two Unit 1 component cooling water (CCW) pumps ("A" train) inoperable due to concerns with a crack on the pump's impeller. Technical specifications (TS) required the Unit to be taken to hot shutdown within 24 hours and cold shutdown within an additional 48 hours. After taking the plant to hot shutdown, the licensee determined that the component cooling water pump could not be repaired within the remaining time allowed by TS prior to taking the Unit to cold shutdown. With one CCW pump inoperable, the licensee would be relying on one train of residual heat removal (RHR) and a reactor coolant system (RCS) loop with steam generator as the two decay heat removal systems while in cold shutdown. The loss of the remaining CCW pump would result in the loss of both the RHR system and the RCS pump. This condition would result in an uncontrolled heatup of the RCS in a water solid condition until the licensee could establish natural circulation. By leaving the RCS in hot shutdown, the licensee would continue to have the accumulators available and RCS pressure controlled by the pressurizer bubble. In hot shutdown, establishing natural circulation would only require bleeding off steam from the RCS. The licensee requested the NOED, because during replacement of the inoperable CCW pump, they felt the operating CCW pump would be at risk due to the physical location and configuration of the pumps and that the added risk of losing the remaining CCW pump would make continued operation in hot shutdown a safer condition than going to cold shutdown. The approved NOED will expire at 12:00 pm (CST) on February 21, 1997. The licensee plans to take the Unit to cold shutdown following restoration of the inoperable CCW pump due to an unrelated inoperable service water pump unless it is repaired prior to restoration of the CCW pump.
