MR Number: 4-97-0057 Waterford 3 Date: 07/18/97 Killona,Louisiana Phone Call from Senior Resident Dockets: 50-382 PWR/CE Subject: STATUS OF HURRICANE DANNY Discussion: At 2:20 a.m. (CDT) on July 18, 1997, Waterford declared a Notification of Unusual Event (NOUE) because of a hurricane warning in the local St. Charles Parish. The hurricane warning was a result of Hurricane Danny in the proximity of the plant location. Hurricane Danny originated as a tropical storm in the Gulf of Mexico earlier this week, but was not a concern until the storm approached the coast of Louisiana during the morning of July 17. In response to the potential that the tropical storm could become a hurricane and affect the Waterford and River Bend facilities, the Incident Response Center (IRC) in Region IV was manned to observe the path and intensity of the storm, and to monitor the actions taken by the licensees to prepare for the potential inclement weather. Additional personnel from Region IV were at the Waterford and River Bend sites to supplement the resident inspector staffs in the event the a long-term event response was required. The River Bend site was not affected by this storm system. At 9 a.m. (CDT) on July 18, a briefing was provided by the individual manning the IRC for members of the Commission staffs, EDO office, and other interested Headquarters and Regional personnel. The briefing provided a comprehensive discussion of the events that occurred throughout the night and the latest prognosis of the forthcoming hurricane activities, as provided by the weather bureaus. The licensee will remain in the NOUE until the hurricane warning for the St. Charles Parish is lifted by the local and state authorities.
