The NRC is issuing this information notice to alert addressees to a scenario in which a large amount of transformer insulating oil could bypass fire hazard control features, such as oil impoundment pits, and spill into the turbine building, and other areas of a nuclear power plant. Technical contacts: Patrick Madden, NRR 301-415-2854 David Skeen, NRR 301-415-1174 _ REGION II MORNING REPORT PAGE 2 JUNE 18, 1997 Licensee/Facility: Notification: Florida Power Corporation MR Number: 2-97-0048 Crystal River 3 Date: 06/18/97 Crystal River,Florida Dockets: 50-302 PWR/B&W-L-LP Subject: UNUSUAL EVENT DECLARED DUE TO SWITCHYARD EXPLOSION Discussion: An Unusual Event was declared yesterday at Crystal River due to the explosion of a circuit breaker in the 230 kV switchyard. The breaker explosion resulted from a phase to ground fault on the circuit breaker. The event caused a momentary dip in voltage resulting in some control room alarms and perturbations in plant systems. For example, letdown isolation occurred, the Reactor Building purge was lost, and a non-safety related air compressor also tripped off line. All systems were restored to normal and the Unusual Event was exited. The resident inspectors were on-site during this event.
