MR Number: 3-97-0003 Duane Arnold 1 Date: 01/13/97 Palo,Iowa RI VIA LAN Dockets: 50-331 BWR/GE-4 Subject: PLANT SHUTDOWN TO REPAIR DRYWELL LEAKAGE Discussion: On January 10, 1997, the licensee elected to commence a controlled shutdown to repair an unidentified drywell leak. The drywell unidentified leakage increased from approximately 0.71 gallons per minute (gpm) on January 7, 1997, to 0.98 gpm on January 10. (The Technical specification limit for unidentified leakage is 5 gpm.) The licensee made a drywell entry on the afternoon of January 11, 1997, and identified the cause of the drywell leakage as a body to bonnet leak on V19- 197, a 3/4" manual valve in the residual heat removal system. The valve is on a bypass line around MO1908, the inboard shutdown cooling isolation valve. On January 12, 1997, the license decided to bring the plant to a cold shutdown condition to perform other work as provided for in their forced outage list. V19-197 will be replaced prior to startup. The outage is expected to last for four days, with start-up planned for January 15. Regional Action: The resident inspector monitored the plant shutdown activities and will continue to monitor the licensee's repair and outage activities. Contact: M. JORDAN (630)829-9637 S.
