MR Number: 4-97-0056 Callaway 1 Date: 07/11/97 Fulton,Missouri SRI by LAN Dockets: 50-483 PWR/W-4-LP Subject: POWER REDUCTION DUE TO AXIAL OFFSET ANOMALY Discussion: Plant management has decided to begin a gradual load reduction to at least 95 percent power. The licensee has been experiencing an axial offset anomaly and had been operating close to operating limits for FQ(Z), the core height dependent total peaking factor, and axial offset. There were no technical specification limits, plant parameters, test results, or reactivity measurements that required the load reduction at this time. The licensee was accomplishing the load reduction in a manner similar to an end-of-cycle coastdown by allowing Tavg to drop due to burnup and reducing turbine load to match Tavg to Tref. The coastdown rate is expected to be approximately 1/2 percent per day. Power was being reduced at this time primarily to determine the effect of such a reduction on the axial offset. The licensee planned to subsequently decide whether continuing the load reduction is warranted or necessary. The next outage is currently scheduled for spring 1998. Regional Action: The senior resident inspector and Region IV managers have been following the licensee actions regarding the axial offset anomaly. Contact: David Passehl (573)676-3181 _
