MR Number: 4-97-0016 South Texas 2 Date: 02/10/97 Wadsworth,Texas Resident Inspectors Dockets: 50-499 PWR/W-4-LP Subject: UNIT 2 REFUELING/MAINTENANCE OUTAGE Discussion: On February 7, 1997, the licensee commenced a shutdown of Unit 2 to start their refueling/maintenance outage. On February 8, 1997, the generator breakers were opened at 12:01 a.m. (CST) and the unit entered Mode 5 (cold shutdown) at 3:54 p.m. The outage is schedued to last 20 days, with major work activities including refueling, steam generator tube inspection, and main turbine overhaul. The licensee performed rod control cluster assembly (RCCA) testing on February 8, 1997. Current information on the RCCA test results indicated that four RCCAs did not fully insert, sticking at Step 6. These RCCAs were then driven in to full insertion. One other RCCA stuck at Step 12 and was only able to be driven in to Step 6. On February 8, 1997, the licensee conducted a conference call with the NRC staff to discuss the preliminary results of the RCCA testing, with a followup call scheduled for February 11, 1997.
