Information Notice 97-30, "CONTROL OF LICENSED MATERIAL DURING           
REORGANIZATIONS, EMPLOYEE-MANAGEMENT DISAGREEMENTS, AND FINANCIAL        
CRISES," was issued on June 3, 1997.                                     
                                                                         
This notice was issued to all material and fuel cycle licensees to alert 
them to the potential loss of control of licensed material during periods
of reorganization, employee-management disagreements, and financial      
crises.  Several cases are discussed where the security and control of   
licensed material was compromised during periods of organizational
