MR Number: 2-97-0053 Oconee 2 Date: 07/08/97 Seneca,South Carolina Dockets: 50-270 PWR/B&W-L-LP Subject: REACTOR/TURBINE TRIP DUE TO GRID DISTURBANCE - UPDATE Reportable Event Number: 32594 Discussion: On July 6, 1997, at 6:52 a.m., Oconee Unit 2 experienced a reactor trip from 100 percent power. The reactor trip was caused by a main generator backup lockout/turbine trip and a power-to-reactor coolant pump undervoltage reactor trip due to an overcurrent condition which was sensed on the Oconee 230 KV switchyard. The overcurrent condition was caused by the Jocassee switchyard creating the overcurrent condition when two of its hydro units lost field excitation while pumping back from lake Keowee to lake Jocassee. Oconee Units 1 and 3 remained at power. Subsequent investigation by the licensee revealed that due to a miscalibration, the Oconee Unit 2 voltage regulator had not responded as it should have to limit the Unit's response to the sudden increase in load (320 MW; 160 MW/Jocassee hydro unit). Unit 2 was restarted at 1:05 a.m., on July 7 and, after calibrating the Unit's voltage regulator, it was tied to the grid at 11:11 p.m. The unit is currently being returned to full power operations. Regional Action: Upon notification of the event, the senior resident inspector responded to the site.
