This notice was issued to all suppliers and users of packaging that requires leak tests to alert them to shortcomings in the performance of leak tests observed during NRC inspections. Palo Verde 1 2 3 Wintersburg,Arizona Dockets: 50-528,50-529,50-530 PWR/CE80,PWR/CE80,PWR/CE80 Subject: GRID DISTURBANCE IN SOUTHERN CALIFORNIA - AIRCRAFT CRASH INTO ELDORADO 500 KILOVOLT LINES NEAR HESPERIA, CALIFORNIA Discussion: On Tuesday August 5, 1997, at approximately 1:50 p.m. PDT, a single engine aircraft with three persons aboard hit two 500 kilovolt lines near Hesperia, California. The lines were not downed, but Southern California Edison cut power to the lines. The utility will be inspecting the lines to assess the damage. The resulting grid disturbance affected three facilities: Palo Verde, San Onofre, and Diablo Canyon. All three sites experienced increased frequency of 60.3 Hz to 63 Hz. The grid was unstable for a period of approximately 15 minutes. Palo Verde experienced a steam bypass permissive on all three units, with Unit 1 having a steam bypass valve open momentarily. San Onofre had an increase in reactor coolant pump speed of about 2 rpm, which resulted in core protection calculator alarms; however, no other effects were noted on either unit.
