MR Number: 1-97-0056 Susquehanna 1 2 Date: 11/01/97 Allentown,Pennsylvania Dockets: 50-387,50-388 BWR/GE-4,BWR/GE-4 Subject: MINIMUM CRITICAL POWER RATION LIMIT FOR SINGLE LOOP OPERATIONS Discussion: On Friday, October 31, 1997, the licensee discovered an error in the analysis used to establish the minimum critical power ratio (MCPR) limit for single recirculation loop operation. The analysis, performed by Siemens Power Corporation, established the MCPR limit based on a postulated seizure of the operating reactor recirculation pump. The Siemens evaluation assumed the limiting fuel node would be located in the upper region of the core and, therefore, the lower region was not evaluated. The licensee's analysis has identified a potentially more limiting node in the lower region of the core. For Susquehanna, administrative controls and Technical Specifications are in place to prevent operation with a single recirculation loop in service, above 25 percent power, until new MCPR limits are established. Siemens is evaluating this finding through their Non Conformance Report process to determine if reports to other utilities or the NRC are required by 10 CFR Part 21. Contact: B.
