MR Number: 1-96-0052 Indian Point 2 Date: 05/29/96 Buchanan,New York 5/24/96 SRI PC Dockets: 50-247 PWR/W-4-LP Subject: IDENTIFICATION OF UNCONTROLLED RADIOACTIVE SOURCES Discussion: On May 15, 1996, approximately 90 uncontrolled radioactive counting sources were discovered in a small building on Consolidated Edison Company property located outside of the radiologically controlled area. These sources were found enclosed in cabinets during a clean-out of the nuclear environmental measurement (NEM) building. Prior to 1980, this building was used as an environmental laboratory and it is believed that these sources were used for instrument calibration and had been in the building since that time. Since 1980, this building was used as an instrument repair lab, office, and emergency planning equipment storage area. Upon identification, Con Edison initiated radiation and contamination surveys, and brought the sources inside the radiologically controlled area. The highest radiation reading was 6 mR/h measured on contact with the outside of a box containing six radioactive sources. All dose rates were less than 1 mR/h at 30 centimeters. Source leak tests showed no smearable activity; however, 6,000 dpm of beta-gamma contamination was found in one location inside a small lead brick source "cave." Based on the location where these sources were found and results of radiation surveys, Con Edison preliminarily concluded that no measurable radiation exposures were received by personnel who had worked in or visited the building since 1980. Based on a review of radioactive source activity labels, Con Edison also preliminarily determined that all but one of the sources could be classified as an exempt quantity in accordance with 10 CFR 30.18. One lead shielded device, with an internal radioactive source, had a label indicating 40 microcuries of Cs-137. The 10 CFR 30.18 exempt quantity limit for Cs-137 is 10 microcuries. Con Edison initiated an investigation to determine root cause and quantify radioactive source types and activities. Con Edison plans to complete their investigation by June 19, 1996.
