Subject: Waste Spill                                                     

Discussion:

On October 30, 1996, at about 6:30 a.m. a spill of about 40 liters of    
waste solution containing beryllium occurred in the Uranium Recovery     
facility. The solution contained approximately 0.02 grams per liter U-235
and was being transferred from the Recovery Facility to a waste treatment
facility.  The spill occurred when PVC piping separated at a glued       
connection underneath an in-line monitor as a sample was being collected.
No personnel contaminations occurred and no solution was released to the 
environment. The solution was recovered and decontamination activities   
are in progress. The resident inspector was notified by the licensee.    

Regional Action:

Resident Inspector is reviewing licensee's actions and evaluation.

Subject: NEGOTIATIONS CEASE ON MEMORANDUM OF UNDERSTANDING BETWEEN       
         ENTERGY OPERATIONS, INC., AND NEW YORK POWER AUTHORITY          


Discussion:

On October 29, 1996, Entergy and New York Power Authority announced that 
they could not reach agreement on terms for Entergy to provide management
oversight for Indian Point 3 and FitzPatrick nuclear plants and that     
negotiations had ceased.
