MR Number: 1-96-0070 Yankee Rowe 1 Date: 07/24/96 Rowe,Massachusetts Dockets: 50-029 PWR/W-4-LP Subject: PROTESTORS ARRESTED DURING SHIPMENT OF NEW CASK Discussion: On Tuesday, July 23, 1996, protestors attempted to interrupt shipment of a newly manufactured cask to the Yankee Atomic Electric Company (YAEC) Rowe facility. The cask was recently constructed for eventual shipment and disposal of the reactor vessel. Due to its height and weight, shipment of the empty cask required special transportation permits from the State of Massachusetts. A press release was issued by the licensee regarding the shipment and routing schedule for the cask on Monday, July 22, 1996. The shipment originated in Westminster, Massachusetts (eastern part of the state) at 5:30 AM on July 23, 1996, and arrived at the Rowe facility at approximately 7:30 PM with no transportation problems and minor interruption from protestors along the shipment route. Three protestors of the YAEC decommissioning plans were arrested for blocking the path of the vehicle in the town of Afton, Massachusetts. Another peaceful demonstration was held with approximately 30 to 50 people in attendance at the rotary in Greenfield, Massachusetts. There were no radiological concerns since the cask was empty and had not yet been used. No other occurrences were noted.
