The vacuum cleaner was located in an area where encapsulated fuel components are machined. The fire was quickly extinguished by workers in the immediate area with a class D dry chemical powder. One worker was slightly injured with first-degree burns to the face. Smoke detectors in the area alarmed and were also remotely observed by security officers in the Central Alarm Station. The emergency fire brigade responded to the scene and verified that the fire was extinguished. The smoke was cleared and normal activities resumed at about 5:15 p.m. No equipment damage, other than the vacuum cleaner occurred. No licensed material was involved in the fire. The licensee has established a Safety Review Team to review the incident and recommend corrective actions. Regional Action: The Resident Inspector learned of the fire while performing inspection of the facility on September 23, 1996. The Resident Inspector is following the licensee's investigation, including the event reporting process. Contact: C. A. C. Cook Unit 1 reactor tripped after a turbine trip due to an electrical disturbance on the offsite power grid from an electrical storm on September 22. The plant response to the trip was normal, with no complications. Startup of the unit will be delayed, however, to replace both source range detectors after N-31 failed during recalibration. The licensee's critical path will be detector replacement with minimal extra work being performed during the outage. The licensee expects to return to full power on September 29.
