MR Number: 3-96-0134 Clinton 1 Date: 12/24/96 Clinton,Illinois SRI PC Dockets: 50-461 BWR/GE-6 Subject: LOCAL FIRE DEPARTMENT RESPONDS TO CLINTON SITE Discussion: On December 23, 1996, smoke was detected in the basement of the licensee's service building. This building contains plant management and engineering personnel and the NRC Resident Inspector Office. The building was evacuated as the licensee's fire brigade responded to the source of the smoke which was in the mechanical equipment room. The Clinton Illinois Fire Department was also called to the plant and one truck and personnel were escorted into the protected area. Upon investigation, there was no fire, but a cable termination block on a non-safety related air handling unit motor had overheated and smoked, and the associated breaker tripped. No damage to other equipment occurred. The cause had not been determined at the time. Regional Action: The NRC resident inspectors observed the Fire Department response to the site and the security force escort of equipment and personnel. After the all clear, the inspectors toured the area. Licensee personnel confirmed that air quality was acceptable prior to allowing personnel to re- enter the building. Contact: R.
