Subject: STARTUP FROM FORCED OUTAGE                                      

Discussion:

On July 20, 1996, at 5:15 p.m. (CDT), the reactor entered Mode 2         
following a 9-day unplanned outage.  The reactor entered Mode 1 at       
2:16 p.m. (CDT) and the turbine was synchronized to the grid at 7:40 p.m.
(CDT) on July 21, 1996.  The plant was shutdown on July 11, 1996, for    
failing to perform a Technical Specification surveillance test on the    
Division II station battery (PNO-IV-96-037).                             
                                                                         
During the unplanned outage, the licensee also identified testing        
deficiencies with the Division III station battery as well as 25 other   
surveillance testing deficiencies on various systems.  Both batteries    
were tested, recharged, and declared operable.  All deficient            
surveillance tests were either reperformed or analyzed as being          
satisfactory prior to restart.                                           
                                                                         
Additional work performed during the outage included replacement of the  
pump seals for both reactor recirculation pumps, the overhaul of         
Circulating Water Pump C, and cold shutdown inservice testing of valves.
