 Discussion:

 On August 16, 1996, the licensee announced the end of the contractor
 security personnel strike, which had been in effect since April 7, 1996.
 Strike contingency plans were implemented at the onset of the labor
 dispute, which included the hiring of replacement workers.  Legal
 proceedings between the security contractor (Wackenhut) and the Union are
 still continuing; however, an agreement between the two has been reached
 to allow the bargaining unit employees to return to work as a result of
 the employees submitting a written request to return to work
 unconditionally.  Picket lines and signs were removed on August 15.

 The returning employees must be recertified due to expired qualifications
 and training.  Replacement workers will be let go as union workers
 return.
