Subject: INATTENTION TO CONTROL ROOM INDICATIONS                         

Discussion:

The Point Beach RI and Kewaunee SRI observed the onshift operating crew, 
who were at their stations, watching an employee assistance program      
training tape during a safety meeting conducted in the control room. It  
appeared that operators were not monitoring control room indications     
while viewing the tape. The shift supervisor, who was in sight of the    
panels, stated that it was not uncommon for operators to observe one or  
more training tapes during monthly safety meetings conducted in the      
control room.                                                            

Regional Action:

Subsequent to discussions between NRC Region III and plant management on 
July 16, the licensee stopped this practice pending additional           
evaluation. On July 17, Region III dispatched an operator licensing      
specialist to further evaluate this issue. The inspector is scheduled to 
exit on July 18. The Region III DRP Branch Chief is onsite and will      
attend the exit meeting. In addition, this issue will be discussed with  
licensee management by the NRR Director of Reactor Projects for RIII/RIV 
who is onsite for a previously scheduled visit to Point Beach and        
Kewaunee.
