An elderly man received a package through the U.S. Mail. The package contained a metal can that was labeled "radioactive." The man contacted the Chicago Fire Department and a HAZMAT team was sent to the residence. The HAZMAT team contacted IDNS and an inspector was sent to the residence. The package was surveyed with a low energy gamma detector and no radiation level above ambient background was measured. A bomb squad was requested to open the package. The package contained an audio cassette and a note that appeared to be a prank. The IDNS inspector spoke with a television reporter, off camera. The reporter indicated that it was not likely that a story would be broadcast about the incident. Regional Action: Region III informed the Office of Public Affairs and the Office of State Programs. Contact: THOMAS YOUNG (708)829-9835 _ REGION III MORNING REPORT PAGE 2 JULY 17, 1996 Licensee/Facility: Notification: MR Number: 3-96-0077 O'hare International Airport Date: 07/16/96 Chicago,Illinois TELEPHONE CALL Subject: O'HARE INTERNATIONAL AIRPORT SECURITY PERSONNEL CONFISCATED UNATTENDED BAGGAGE THAT CONTAINED TRITIUM SAMPLES Discussion: The Illinois Department of Nuclear Safety (IDNS) informed Region III that security personnel at O'Hare International Airport had confiscated unattended baggage containing tritium samples. O'Hare Airport Security personnel identified the baggage and contacted the Chicago Fire Department HAZMAT team, who in turn contacted IDNS, who sent an inspector to the airport. The baggage was opened and placed into a open head steel recovery drum. The baggage contained several small plastic vials, each containing about 10 milliliters of clear liquid. The vials were packaged in plastic bags. The inspector surveyed the vials with a GM detector and measured no elevated radiation level. A smear was taken from the surface of one of the vials that appeared to have a wet exterior surface. The smear was sent to the IDNS laboratory in Springfield, Illinois, for measurements. The passenger had traveled from Cairo, Egypt, through London, England, to O'Hare International Airport. The passenger was unable to speak English. American Airlines personnel attempted to communicate with the passenger and ascertained that the vials contained water. Each vial was numbered by a label that also indicated either "SW" or "GW". The vials appear to be environmental samples. The passenger produced documents that indicated the vials contained radioactivity or tritium. The Airport Security released the baggage and the vials to the custody of the U.S. EPA, Chicago office, until further notice from IDNS. An alternate evacuation route, using Highways 144 East and 59 North to the reception center in Denison, Iowa, has been established.
