MR Number: 2-96-0044 Robinson 2 Date: 05/16/96 Hartsville,South Carolina Dockets: 50-261 PWR/W-3-LP Subject: UPDATE ON FIRE IN THE ENVIRONMENTAL AND RADIOLOGICAL CONTROL (E&RC) BUILDING Reportable Event Number: 30460 Discussion: On May 13, 1996 at 7:00 p.m., the licensee declared an Unusual Event due to an air compressor fire in the mechanical equipment room of the E&RC building. The mechanical equipment room is located on the second floor of the building. This floor is not within the radiation control area but within the protected area. The fire was successfully extinguished by a single sprinkler actuation from the automatic sprinkler system installed in the area. The fire brigade responded to the alarm and provided recovery and salvage operations. Damage was limited to a plastic casing around the air compressor. Water discharged from the sprinkler flowed to the room floor drain and a small amount under a door to the outside of the building. The licensee terminated the unusual event at 7:06 p.m. after determining that the fire was extinguished and the fire alarm all-clear was sounded. The fire did not affect reactor operations nor safety related equipment; there were no personnel injuries; and, no release of radioactivity. Regional Action: The resident inspectors are following the licensee investigative activities. Contact: M. The room was not a radioactive-use area nor did it contain any stored radioactive materials. The room's automatic sprinkler system extinguished the fire shortly after it started. Because the sprinklers ran for an extended period of time, the 10th floor north wing was covered with up to 2 inches of water, wetting some radioactive waste containers sitting on laboratory room floors. None of the containers were damaged and water samples taken by the licensee's radiation safety office did not disclose any release of radioactive material. There were no reported injuries and the licensee estimates less than $100,000 damage due to the fire and water. Regional Action: Region III will review this event during the next routine inspection. The State of Ohio and NMSS were informed of the fire. Contact: B.J. HOLT (708)829-9836 _
