Each of these companies are part owners of Salem and/or Hope Creek. The restructured companies intend to manage according to three strategic business units: Energy Supply, Energy Services, and Regulated Delivery Unit. MR Number: 4-96-0089 River Bend 1 Date: 08/13/96 St Francisville,Louisiana Senior Resident Inspector Dockets: 50-458 BWR/GE-6 Subject: ACETYLENE FIRE ON OWNER CONTROLLED PROPERTY Discussion: At 2:50 p.m. (CDT) on August 12, 1996, a small fire was reported in the vicinity of the Unit 2 reactor pressure vessel scrapping project. Personnel were cutting up the vessel with oxy-acetylene torches several hundred yards from the protected area fence, on the owner controlled area. Leaking packing for a valve on the acetylene bottle, in use, caught fire from sparks generated during the cutting operation. By 2:53 p.m., the fire brigade was dispatched, and the West Feliciana Fire Department was called for assistance. Because of thermal shock concerns related to spraying water on the nearby liquid oxygen bottles and because the fire brigade did not want to have an unknown quantity of unburned acetylene gas emitting from the bottle, the fire brigade chose not to extinguish the fire, but rather allow the fire to exhaust the supply. There were no other fire hazards present, and the acetylene vendor concurred with this strategy. At 8 p.m., the nearby oxygen bottles were completely vented, and the flame coming from the acetylene bottle was very small. The West Feliciana Fire Department was released, as was the fire brigade.
