The NRC is issuing this information notice to alert addressees that inadequate licensee review of procedures employed by a circuit breaker refurbishing contractor resulted in breakage of hardened metal parts and potentially increased wear of other metal parts that could cause the refurbished breakers to fail to operate. The fire department's hazardous materials team obtained these measurements. The source of the activity was unknown. A truck carrying a load of fill dirt overturned on the airport property. In an effort to find out why the truck overturned, another truck was loaded with the same dirt and sent to the nearest weigh scale which happened to be on the property of a local scrap yard. When the truck entered the scale, the scrap yard radiation monitor alarmed, indicating that the truck and/or its cargo contained radioactivity. The truck returned to the airport and deposited the dirt near the original pile of fill dirt. Subsequent to this event a member of the Ohio Department of Public Safety Emergency Management Agency (EMA) was called to the site. Using a Bicron micro R meter and an Eberline PRS-1 with a 5" sodium iodide detector, the EMA agent surveyed both trucks and both piles of fill dirt and found no radiation levels above normal background (3 to 5 micro R/hr and 500 to 1500 cpm).
