Subject: ORGANIZATIONAL CHANGES                                          

Discussion:

On December 10, 1996, Florida Power Corporation announced an             
organizational change at Crystal River.  Vice President of Nuclear       
Production and acting Director of Nuclear Engineering, Mr. Gary L. Boldt,
announced that he will resign effective January 31, 1997.  A replacement 
for Mr. Boldt has not been announced.

Subject: UPDATE ON TWO SEALED SOURCES MISSING IN INTERNATIONAL SHIPMENTS 
         PRELIMINARY NOTIFICATION NO. PNO-III-96-071                     


Discussion:

On December 4, 1996, the licensee reported that a 70 millicurie          
strontium-90 and 25 millicurie krypton-85 sealed source were lost and/or 
missing. Both sources were shipped to China in November 1996, however,   
they never reached their intended destination. The event was documented  
in Preliminary Notification No. PNO-III-96-071 issued on December 6,     
1996.                                                                    
                                                                         
On December 11, 1996, the Corporate Radiation Safety Officer (CRSO)      
telephoned Region III to report that they just received information that 
the 70 millicurie strontium-90 source arrived in Mainland China, however,
the krypton-85 source was still missing. The licensee is still in the    
process of tracing the missing package and will notify the Region when it
is recovered.
