MR Number: 2-96-0075 Surry 1 2 Date: 09/09/96 Surry,Virginia Dockets: 50-280,50-281 PWR/W-3-LP,PWR/W-3-LP Subject: SURRY EMERGENCY SIRENS INOPERABLE DUE TO HURRICANE FRAN Reportable Event Number: 30972 Discussion: On September 6, due to weather conditions and power outages caused by Hurricane Fran, testing of the Surry Early Warning Siren System was performed. The test revealed that 26 of 61 emergency sirens were inoperable. A loss of greater than 25 percent of the installed sirens is considered a major loss of communications capability. The licensee verified with state and local warning points that other emergency notification capability was available. By noon on September 7, all but five emergency sirens were operable, and by 7:30 a.m. on September 9, all the emergency sirens were operational. Regional Action: None Contact: L. MR Number: 2-96-0076 North Anna 1 Date: 09/09/96 Richmond,Virginia Dockets: 50-338 PWR/W-3-LP Subject: NORTH ANNA EMERGENCY SIRENS INOPERABLE DUE TO HURRICANE FRAN Reportable Event Number: 30971 Discussion: On September 6, due to weather conditions and power outages caused by Hurricane Fran, testing of the North Anna Early Warning Siren System was performed. The test revealed that 28 of 55 emergency sirens were inoperable. A loss of greater than 25 percent of the installed sirens is considered a major loss of communications capability. The licensee verified with state and local warning points that other emergency notification capability was available. By 1:00 p.m. on September 7, all but eight emergency sirens were operable.
