(Hnfm) Date: 04/05/96 Hematite,Missouri VIA TELEPHONE CALL TO OPS CENTER Dockets: 07000036 License No: SNM-33 URANIUM FUEL FABRICATION Subject: MINOR FIRE IN BULK DRYING ROOM Reportable Event Number: 30239 Discussion: On April 5, 1996, the licensee notified the Operations Center of an Unusual Event that involved a small fire near a small, test re-sintering furnace in the Bulk Drying Room of the facility. The fire apparently started as a result of sparks from contractors grinding metal nearby the furnace which landed in electrical cabling underneath the furnace. The fire started at approximately 11:46 a.m. (CST), and was put out within five minutes by site personnel with portable CO2 fire extinguishers. The licensee was not in production at the time and no special nuclear material was involved. No injuries or releases occurred as a result of the event, and no offsite assistance was required. The licensee established a fire watch to prevent any reflashing, and locked out and tagged the affected equipment until an investigation can be completed. Regional Action: NMSS and the State of Missouri have been notified. After conducting turbine testing, the generator was synchronized to the distribution grid at 9:01 a.m. (EST) on April 6, 1996, ending the 1996 refueling outage. The scheduled 60 day outage was completed in 92 days. OUTAGE DURATION IS SCHEDULED TO BE 39 DAYS. The outage began on February 3, 1996, following a manual reactor trip on January 30 due to circulating water system icing. Major work items performed during the outage included steam generator chemical cleaning, 10-year reactor vessel ISI inspection, safety-related battery replacement, replacement of the motors and seals on two reactor coolant pumps, replacement of one safety injection pump and the rotating assembly for the other train's safety injection pump, condenser cleaning, and partial implementation of an essential service water freeze prevention design modification. The reactor was taken critical at 5:09 a.m. (CST) on February 6, 1996. Regional Action: The resident inspectors are monitoring the licensee's startup activities. Contact: J. F.
