MR Number: 2-96-0110 Brunswick 1 2 Date: 11/08/96 Southport,North Carolina Dockets: 50-325,50-324 BWR/GE-4,BWR/GE-4 Subject: PADLOCK TAMPERING Reportable Event Number: 31295 Discussion: On November 8, 1996, the licensee reported an act of tampering when a security guard discovered wire lodged in the key mechanism of two closed padlocks for the Units 1 and 2 reactor building. Compensatory measures were taken upon discovery. The affected padlocks were replaced. All other vital and protected area security key padlocks were inspected and no other tampering was identified. A licensee Security Event Review Team, led by the Site Security Manager has been initiated. Additional corrective actions involve an operational review. Unit 2 remains at 100 percent power. Unit 1 is a 30 percent power following startup from 33 day refueling outage. Regional Action: Region-based Inspectors are following the licensee's corrective actions.
