He will become Chairman, President and Chief Executive Officer of New York State Electric and Gas Corporation, a larger utility based in Binghamton, New York. David Marshall, Duquesne Light Company President and Chief Operating Officer was named the interim Chief Executive Officer until a successor is selected. MR Number: 2-96-0064 Surry 2 Date: 08/06/96 Surry,Virginia Dockets: 50-281 PWR/W-3-LP Subject: SURRY UNIT 2 MANUAL TRIP Reportable Event Number: 30830 Discussion: At 3:05 p.m. on August 3, 1996, Surry Unit 2 was manually tripped due to an EHC oil leak that developed on the emergency trip header for the turbine governor valves and intercept/reheat valves. Following the trip, all control rods fully inserted into the core as evidenced by the rod bottom light illumination. Four Individual Rod Position Indicators (IRPIs) (G3, J13, F12, and F6) did not indicate less than 10 steps initially but drifted to zero steps approximately two minutes after the trip. The IRPIs were indicating 11 steps. Recalibration of the IRPIs did not indicate a repition of the problem. Subsequent rod testing was conducted for the B (F12) and D (F6) control banks, the A shutdown bank (G3 and J13). The testing results were satisfactory. Rod G3 burnup was 17,000 MWD/MTU, rod J13 burnup was 17,000 MWD/MTU, rod F12 burnup was 19,000 MWD/MTU, and rod F6 burnup was 19,200 MWD/MTU. The plant returned to criticality on August 5, at 12:57 a.m., and was tied to the grid at 5:42 a.m. The plant returned to 100 percent power at 8:51 p.m. on August 5. Mr. Craig Seaman, formerly the Director, Nuclear Assurance, has been selected for the position. Ms. Rose Fullmer, formerly a department leader in nuclear assurance, has been selected to replace Mr. Seaman. The Director of Emergency Services will be responsible for the areas of security, fire protection, emergency planning, safety, medical, and access authorization, and will report directly to Mr. Gregg Overbeck, Vice President, Nuclear Support.
