MR Number: 3-96-0115 Dresden 3 Date: 11/05/96 Morris,Illinois RESIDENT INSPECTOR Dockets: 50-249 BWR/GE-3 Subject: FORCED OUTAGE UPDATE Discussion: On October 26, 1996, Dresden Unit 3 experienced a trip of the 3B Recirculation MG Set (ref. PN 3-96-066). Subsequent to the MG Set trip, the licensee shut down Unit 3 and commenced an investigation into the cause of the equipment failure. Testing identified a ground exists on the "C" phase of the 3B Reactor Recirculation Pump Motor. Motor disassembly and inspection are scheduled to be completed by November 9, and results will be used to determine if the pump can be repaired in place (Plan A) or must be removed and replaced (Plan B). Plan A is projected to be completed by November 17; Plan B is tentatively scheduled to be complete by November 22. Restart of the unit is expected to immediately follow motor repair. Based on industry experience, full replacement of the motor appears to be the most likely scenario. A replacement motor is scheduled to arrive on site November 7. The replacement motor, originally a spare for Dresden, was intended to be used at Quad Cities in March 1997, during a pump overhaul. Other forced outage activities include: off-site repair of the 2B Circ Water Pump Motor; swapping the 3A Circ Water Pump Motor to the 2B pump; replacement of a CRD manual isolation valve; and repair of a flange (reactor side) for a Electromatic Relief Valve. Additionally, the licensee continues to restore Control Room ventilation to UFSAR design requirements. Regional Action: The resident inspectors have been observing the licensee's actions to schedule and make repairs to the various plant components noted above. Contact: P. L. MR Number: 3-96-0116 Big Rock Point 1 Date: 11/04/96 Charlevoix,Michigan RESIDENT INSPECTOR Dockets: 50-155 BWR/GE-1 Subject: REACTOR STARTUP AFTER PLANNED SHUTDOWN FOR EQ VERIFICATION Discussion: The reactor was taken critical at 5:48 pm EST on November 2 and the generator was placed on-line at 12:48 pm EST on November 3 following a planned outage to verify that certain containment electrical equipment was qualified to operate in post accident temperature and humidity (Reference PNO- III-96-064) using revised calculations. The calculations verified that the containment electrical equipment would operate at the expected temperature and humidity. The outage, which began on October 23, lasted 10 days and 19 hours.
