Subject: ANNOUNCEMENT OF ORGANIZATION CHANGES                            

Discussion:

On December 6, 1995, the Washington Public Power Supply System, the      
licensee for Washington Nuclear Project 2 (WNP-2), announced several     
changes to the WNP-2 plant organization.  Effective by the end of        
December 1995, Mr. John Swailes, the current WNP-2 Plant General Manager,
will assume the position of Engineering Director, replacing Mr. Joe Burn,
who will become a special assistant to Mr. William Counsil, the Managing 
Director.  Mr. Burn will be assigned to lead the Supply System's efforts 
to work with the U.S. Department of Energy on the proposed use of mixed  
plutonium-uranium oxide fuel in Supply System nuclear reactors.  Mr. Greg
Smith, the Quality Director, will fill the position of Plant General     
Manager, replacing Mr. Swailes.  The licensee is currently reviewing     
candidates for the Quality Director position.
