MR Number: 1-95-0128 Nine Mile Point 1 2 Date: 10/06/95 Lycoming,New York Dockets: 50-220,50-410 BWR/GE-2,BWR/GE-5 Subject: NMPC Announces Corporate Restructuring Discussion: Niagara Mohawk Power Corporation (NMPC) announced today a major restructuring of the entire company, designed to create an open and competitive electricity market, to deregulate electricity generation in the company's service area, and to freeze or reduce electricity rates over the next five years. The restructuring is part of a proposal to the New York State Public Service Commission (PSC). The proposal would allow customers to choose the electricity supplier. The final restructuring would put all of the power generation plants into a separate company. Effective today, an iterim organization called the Generation Business Group, will include all of the power plants and the unregulated business contracts. Another business group was formed for electricity and gas distribution and customer service. B. Ralph Sylvia, currently the Executive Vice President-Nuclear, has been named to head the Generation Business Group. Mr. Richard B. Abbott, Vice President-Nuclear Generation, has been designated as the acting Executive Vice President-Nuclear while licensing and procedure changes are addressed. MR Number: 2-95-0086 Public Citizen Date: 10/06/95 Greenville,South Carolina License No: 3120726-02G Subject: MEMBER OF PUBLIC PURCHASED RADIOACTIVE EXIT SIGNS AT YARD SALE Reportable Event Number: 29418 Discussion: On October 4, 1995, Region II was notified by the Headquarters Operations Officer that they had received a call from a member of the public in Greenville, South Carolina. The member of the public indicated that he had purchased several self-illuminating exit signs at a yard sale. Since the illumination from one of the signs was very weak, he began disassembling the sign. Inside he found a tube that had a warning label affixed that referred to NRC licensed material. The individual indicated that the person who sold him the device had many of them. Based on the information on the label, the device was a generally licensed device which was distributed by an NRC licensee. Regional Action: Region II called the individual and he indicated that the tube was not broken. Region II asked him to store the signs in a secure place in the garage. Region II notified the State of South Carolina. The State has recovered six signs. The State also found that nineteen of the signs had been distributed for use in a warehouse in Greenville, SC and that recently the tenant had vacated the warehouse. The warehouse is now undergoing renovation. The State indicated they would go to the warehouse and determine the status of the remaining thirteen signs. Contact: C. Dockets: 50-298 BWR/GE-4 Subject: CONTRACTOR FATALITY ON LICENSEE PROPERTY Discussion: At approximately 5:30 a.m. today, a welding contractor with Power Plant Maintenance, Inc., was found face-down and not breathing in the parking lot of the Cooper Nuclear Station. The man was transported to the local hospital where he was pronounced dead at approximately 6:25 a.m. of an apparent heart attack. The man was hired to support the upcoming outage, and was badged on October 3, 1995. He had reported to work on October 4 and 5, and was presumed to be reporting to work when he suffered the apparent heart attack. He was approximately 50 years old.
