Subject: FORCED OUTAGE ON UNIT 2 DUE TO RELIEF VALVE "WEEPAGE" AND       
         ELECTRO-HYDRAULIC CONTROL SYSTEM LEAKS.

Discussion:

Since plant startup from a refueling outage on July 24, four power       
operated relief valves (PORVs) have exhibited elevated downstream tail   
pipe temperatures. On August 12 the licensee cycled one PORV in an       
attempt to better seat the valve. The remaining three PORVs were cycled  
on August 13. One of the four PORVs reseated properly; however, seat     
leakage on the other three worsened. The four leaking PORVs were         
installed during the recent refueling outage.                            
                                                                         
Additionally, on August 12 the licensee identified that about 2 inches of
oil had been lost from the EHC system reservoir over a 6 hour period. A  
leak was found at a plug on a main turbine combined intercept valve's    
accumulator. That accumulator was also installed during the recent       
refueling outage.                                                        
                                                                         
The turbine was taken off line on August 12 to repair the EHC leak. On   
August 13, operators performed a normal shutdown of Unit 2 to repair the 
PORV leakage. The licensee was evaluating the scope of the repairs to be 
performed during the forced outage.                                      

Regional Action:

The resident inspectors continued to monitor licensee troubleshooting and
repair activities.

Discussion:

On August 14, 1995, the Union Electric Company (UE) of Missouri announced
a merger with Central Illinois Public Service Company (CIPS) of Illinois.
The value of the transaction is approximately 1.2 billion dollars. A new 
holding company will be formed as a parent to UE and CIPS. The merger,   
which was approved by the board of directors, still has to be approved by
the stockholders. The companies expect the transaction to be completed by
year- end 1996.
