The NRC is issuing this generic letter to give guidance to licensees who may wish to request a license amendment to the plant technical specifications to implement alternate steam generator tube repair criteria applicable specifically to outside diameter stress corrosion cracking (ODSCC) at the tube-to-tube support plate intersections in Westinghouse-designed steam generators having drilled-hole tube support plates (TSPs) and alloy 600 steam generator tubing. In the past, the NRC has allowed some licensees to implement alternate steam generator repair criteria for this particular degradation mechanism on an operating cycle-specific basis. Date: 08/03/95 San Onofre 2 3 Report from Resident Inspectors San Clemente,California Dockets: 50-361,50-362 PWR/CE,PWR/CE Subject: RADIATION-RELATED LAWSUITS Reportable Event Number: N/A Discussion: Substantial media coverage is expected regarding a lawsuit by Glenn James against Southern California Edison, the licensee for San Onofre Nuclear Generating Station. The trial is scheduled to begin on August 3, 1995. James worked intermittently at San Onofre between 1982 and 1988 as a contract engineer, receiving a measured dose of 31 mrem. He is now 62 years old and suffering from chronic myelogenous leukemia (MCL). This is the same disease which was the basis for a lawsuit by R.C. Tang, a former NRC employee, settled out of court earlier this year. The same law firm that represented Tang also represents James, and has also filed two other similar lawsuits on behalf of other former Edison employees. The James lawsuit claims that Edison's radiation protection program was ineffective, that the dosimetry used was inaccurate and ineffectively employed, and that the actual dose received was much greater than measured. This is largely based on the presence of "fuel fleas" at San Onofre in the mid-1980's that emitted alpha particles (not detectable by beta-gamma dosimetry) which were possibly ingested, eventually causing the cancer. There may also be claims that the NRC's monitoring of the licensee was ineffective in detecting these programmatic weaknesses.
