A small group of demonstrators are expected to march to the site boundary owner controlled area gate (OCA) located approximately 3/4 of a mile from the plant and protest dry cask fuel storage. MR Number: 4-95-0090 Waterford 3 Date: 06/30/95 Killona,Louisiana Dockets: 50-382 PWR/CE Subject: REACTOR STARTUP Reportable Event Number: N/A Discussion: At 8:03 p.m. (CDT) on June 28, 1995, the licensee achieved criticality following an extended forced shutdown, which occurred because of a fire in non-vital 4.16 kV Switchgear 3A2 on June 10, 1995. The licensee connected the main generator to the grid at approximately 4:30 p.m. on June 29, 1995, and achieved 90 percent power on June 30, 1995. The licensee had completed the repairs and testing of the 3A2 switchgear on June 16, 1995, but delayed startup until June 28, 1995, in order to replace Reactor Coolant Pump 1A and 2B seals. The licensee replaced the RCP 2B seal package because of a failure to stage and replaced the RCP 1A seal to have the maintenance frequency on the RCPs alternating, since all seals had been upgraded simultaneously in a previous refueling outage.
