Description: On July 12, 1995, membership of the Utility Workers Union of
America (UWUA), rejected a proposed contract agreement between UWUA and  
Consumers Power Company. The UWUA membership includes operations,        
maintenance, and radioactive waste handling personnel. Union and Company 
officials will meet on July 13 to discuss the reasons for the rejection. 
If an agreement to renegotiate is not reached, the possibility exists    
that a strike or employee lockout could occur on July 16.                
                                                                         
The Palisades plant is currently in a refueling outage. If a strike or   
lockout were to occur, the licensee would halt ongoing outage activities 
and staff critical operations positions with supervisory (non-union)     
personnel. The Big Rock Point plant, which is in normal operation, will  
also use management personnel to continue to operate the plant.          

Regional Action:

The resident inspectors from Palisades, Big Rock Point, and D.C. Cook    
Plants will be available to provide additional site coverage if required.
