MR Number: 4-95-0089 Diablo Canyon 1 2 Date: 06/28/95 Avila Beach,California Telephone Dockets: 50-275,50-323 PWR/W-4-LP,PWR/W-4-LP Subject: LANDING OF NATIONAL GUARD HELICOPTER IN OWNER CONTROLLED AREA OF POWER PLANT Reportable Event Number: N/A Discussion: Preliminary information indicates that at approximately 5:30 p.m. (PDT), June 27, 1995, a military CH-47 helicopter landed on a portion of the breakwater surrounding (and outside of) the Intake Structure Protected Area at Diablo Canyon. The breakwater in this area is flat and provides an adequate landing area. After landing, two persons exited, checked different parts of the helicopter, and then the helicopter departed. The helicopter was atop the breakwater for approximately 2 minutes. The security organization implemented an increased alert status and dispatched security officers to check the helicopter. The helicopter departed before their arrival at the landing site. Diablo security used their video system to take a photograph of the helicopter. The licensee subsequently confirmed that the helicopter belongs to the National Guard from Camp Roberts approximately 50 miles from the plant. The licensee had a discussion with the Commander from Camp Roberts on June 29, l995, concerning the event and the National Guard is investigating the incident.
