Reactor power is currently below two percent for reactor physics testing. The next significant evolution will be main turbine generator testing, which will include turbine balancing and overspeed testing. NYPA will perform a self assessment of plant and personnel performance at about 30 percent reactor power. The results of this assessment will be provided to the NRC staff, prior to proceeding to 100 percent power. NYPA had expected to bring the plant critical on June 21; however, emerging equipment problems, which needed to be addressed, delayed the startup. The two major problems were a body to bonnet flange leak on the alternate charging isolation valve, and drifting problems in multiple individual rod position indicators. Region I and the Office of Nuclear Reactor Regulation inspectors have been observing plant operations around-the-clock since June 20, and will continue the startup coverage until at least July 1. MR Number: 3-95-0115 Prairie Island 2 Date: 06/27/95 Welch,Minnesota RI PC Dockets: 50-306 PWR/W-2-LP Subject: PLANT STARTUP AFTER REFUELING OUTAGE Reportable Event Number: N/A Discussion: The licensee completed a 45-day Unit 2 refueling and maintenance outage on June 27, 1995, at 3:42 a.m. (CDT), when the unit was synchronized to the grid. Major work accomplished during the outage in addition to refueling included performance of steam generator eddy current inspection and tube repair, reactor coolant pump main flange seal replacement, and control rod drive mechanism canopy seal weld repairs.
