Subject: UNESCORTED ACCESS GRANTED PRIOR TO DRUG SCREENING

Discussion:

On January 26, 1995, the licensee granted unescorted access to San Onofre
to a contractor whose initial drug screening results had not been        
received.  The individual's site access badge was deactivated on February
2, after site personnel reviewed access records and discovered the       
missing drug screening results.  The licensee determined that the        
contractor had not entered the San Onofre protected area.  On February 8,
the licensee's Medical Review Officer declared that the contractor failed
the drug test.                                                           
                                                                         
The licensee was reviewing site access records as a result of a January  
30, 1995, event in which a contractor gained access to the San Onofre    
protected area prior to receipt of drug screening results.  In that      
event, the contractor had been in the protected area for approximately   
one hour when positive drug test results were received.  The individual  
was escorted out of the protected area, and site access was terminated.

Regional Action:

Regional safeguards inspectors have discussed the event with licensee    
personnel and will followup during a future inspection.
